URGENT: APPEAL TO RESCUE HUMAN RIGHTS ACTIVISTS OF FREEDOM FLOTILLA
UNDER ATTACK NEAR MALTA

Your Excellency
I hope this letter finds you well. I am writing to urgently bring to
your attention a grave humanitarian crisis unfolding in international waters.

It has come to my understanding that a boat of the Freedom Flotilla, The Conscience, a civilian
vessel carrying 30 international human rights activists and humanitarian aid workers, has been struck twice in a drone attack, severely damaging its generator and placing the ship at imminent risk of sinking. The individuals on board are engaged in a peaceful mission to deliver life-saving
aid to Gaza and challenge the ongoing blockade.

As of this moment, The Conscience is attempting to enter Maltese waters to seek safety and
assistance. However, it is being stopped by the Maltese Coast Guard. There is now an urgent
risk of a new attack against the boat.
We urgently call upon the Maltese Government to:

1. Provide a SAFE and UNHINDERED PASSAGE for The Conscience either into or out of Maltese territorial waters.

2. GUARANTEE A SAFE and UNHINDERED PASSAGE for the Freedom Flotilla
delegations currently in Malta to access the boat and provide all necessary assistance to this humanitarian mission.
Under international maritime law, particularly the United Nations Convention on the Law of the Sea (UNCLOS), there is a clear obligation to assist vessels in distress, especially civilian ones engaged in humanitarian efforts. Given Malta’s proximity and responsibilities as a maritime state, I respectfully urge your government to immediately respond to this SOS distress call and take all necessary measures to ensure the safety and rescue of those on board.

The current lack of intervention is deeply concerning, and I appeal to your government’s
commitment to human rights, maritime safety, and international law to act swiftly in this critical situation. The lives of civilians engaged in peaceful humanitarian work must be protected without delay.

Please also consider this a call for all embassies and missions to contact the Embassy of Malta in their country and put pressure on Malta to allow the boat to pass through and receive urgent aid and protection.

I kindly request your prompt attention to this matter and would appreciate any updates regarding the actions being taken.
